V0.39 is rebuilt from the accepted v0.38 repository because the earlier claimed v0.39 package set did not exist. Five local test families pass; every operational gate remains explicitly separate.

Private operator records stay outside public packages. Public projections are content-free and bind exact scope, source, signer, epoch, expiry, correction, and limitations.
Infrastructure lifecycle
Twenty-one layer owners support immutable records, exact current pointers, supersession, correction, source/signer revocation, configuration-epoch invalidation, and hard expiry without an aggregate score.
Receipt graph
Non-circular receipts support correction, supersession, expiry, revocation, downstream invalidation, and private-custody separation.
Database execution
The four-role transaction validates manifest and policy binding, unsafe schema refusal, all twenty failure stages, advisory-lock release, semantic restore, backend verification, and content-free receipts without executing SQL locally.
Route activation
Exact archive-member and source-line evidence is required. Candidate ownership cannot become current before a complete four-stage commit and can be rolled back.
Rehearsal and access
The no-body two-agent rehearsal proves transaction shape and rollback without claiming dogfood. Browser and coercion controls are automated only; independent human review was not run.
